Add an option to visually distinguish different system types

Feature Description

We have received a request to be able to visually distinguish different systems (Staging, QA, Prod, etc.) from each other at first glance to avoid any accidental mixup when working on multiple of them at the same time.

In my opinion there are two different possibilities to do this:

1. Add a configuration to the "System Configuration" Tab where you can provide a color code that then overrides the standard color of the menu on the left side. We would have to evaluate if Vaadin allows for changing the CSS during page rendering.

2. Add a configuration to the "System Configuration" Tab where you can provide a custom String. This String is then displayed at the top center of every page.

Added Value/Benefit

Adding this feature to SORMAS would improve the cusotmizability of the system.

Acceptance Criteria

• Newly added configuration property must changes the color of the navigation panel ONLY IF provided
• When configuration property, the color must stay at the "default" blue

It works in general, but I encountered two cases that should be addressed:

1. No spaces are allowed in the string for MENU_SUBTITLE, but the error message when trying to save says that all characters are allowed as long as it is a maximum of 16 characters. Please add space as an accepted character.
2. When trying to save a HEX code for MENU_BACKGROUND_COLOR it will give an error message if '#' is not the first character. Please change it so that when trying to save it will test if the value would be an acceptable HEX code if it had # at the beginning and if it is just add the # in front automatically before saving.

Added the #13890 PR that fixes your two points you identified after testing the feature:

1. Spaces added
2. # is optional and will be automatically added if missing (added in error message)

The pipelines seem to be broken though: https://github.com/SORMAS-Foundation/SORMAS-Project/actions/runs/23785174371/job/69306553741?pr=13890.

But the code works as expected as application builds locally.

Pipeline issue is known. Github made some changes last week it seems and it affected the pipelines. Raul is currently investigating.
