When links are stored in the custom case definition, clicking on them should take the user to another window, not out of SORMAS

Feature Description

When users create a custom case definition, they should be able to feature a link the case definition that does not force users to leave SORMAS but creates a new window or tab so that the user can still navigate and continue their tasks in SORMAS while also referring to the link
