DRT taking too long on ispd18_test10

Starting on build 295 we started to reach the 8h timeout.

These are the changes since build 294 where the same test took 36 min.

That is probably my change. I ran ORFS but not ISPD. I wonder if it is just bad luck. The main change was to stabilize the order of rip-up which had some mixed effect on QOR.

@osamahammad21 could you see if there is something obviously off?
