Create Command for Removing Accursed

Current Behaviour

Problems, Frustrations, General Description

The HRL Team wants a structured way to remove the accursed role. As it currently stands, the way the Accursed Role is removed is by manually removing the role. This doesn't allow for any easy way to track if someone's accursed role has been removed and check for additional reasoning on why it was removed.

Wanted/Expected Behaviour

Improvements, Additions, Changes

• The Command should be for HRLs and Mods
• The Command should accept a User and Optional Reasoning
• The Command should log the reasoning with all the necessary information in mod logs

(This is brainstorming on my part, but similar to how ;expel prevents people from manually verifying and pops up when you manually verify someone, maybe ;accursedremove can do the same. Keep in mind there is no way to give someone accursed apart from doing it manually at the moment , so this would require changes to ;mv or a new ;accursedverify command too.)

• Test if the command works as intended
