App will not start, debugging tips?

I've been a happy user of this program for a while, but recently had to reinstall windows.  As I tried using it again, nothing would happen when launching the exe (no icon would appear in my taskbar).  How can I figure out what's wrong?  Currently I'm getting no feedback at all, just nothing happens.
