Enhancement request: Define a default license usage policy on license profiles

Problem
Maintenance of license usage policies is a major administrative chore. A logical defaulting scheme would be very helpful.

Benefits
Facilitate and expedite license usage policy assignments. Support the dashboard functionality planned for five-c, the Continuous Code Compliance Control Center (5C).

Solution

• Define a new field on license profile: default usage policy
• Define the processing that would take place in DejaCode to activate the defaulting process.

Additional notes
More details needed. We need to identify DejaCode actions/events that would trigger usage policy defaulting and consider any exceptions that might be needed.

@DennisClark The new default usage policy from license profile should be set on the license when no usage policy value is set nor provided (from a form) on the license.

When creating/updating a license, check if the license.usage_policy is empty and assign the license_profile.default_usage_policy when available.

Hi @tdruez the enhancement to the License Profiles form look good in Staging Starship.

Something very strange is happening when I try to use the Admin add/change license form. The UI keeps showing lots of things that don't make much sense. Please investigate:

@DennisClark Very strange indeed, but I cannot reproduce. The UI display fine on my side, can you try to clear the cache?

@tdruez sorry, I cleared the cache and it's still happening, both in Firefox and Chrome, and both Starship and nexB.
