Pay out to operating fund from payment processor #58
Now that we have a payment processor per asset type, any DAO can create resources and accept/verify payments for it on-chain using the contracts in the DAO token, BTC, or STX.
By default these funds were directed to the treasury, but now with #57 the operating fund would be a better location so the funds can be used by the dao while the treasury remains untouched.
