`--incompatible_enable_proto_toolchain_resolution` default value for >=9.0.0 is wrong

Noticed this while working on our upgrade. The docs here say that the default value for --incompatible_enable_proto_toolchain_resolution is "false", when according to b43bf61 it should be "true"
