run beman.tidy on the repo and address the findings

The beman tidy tool will check the directory structure for consistency with the latest exemplar. Right off I don't see a .github directory which should be present and include a list of CODEOWNERS (if someone does this before me you can add me). I think that directory is also needed for all the checkin actions and constraints.
