Add Scene Relationships for tracking Editor-specific entities

We should create new relations between scenes that allows the Editor to differentiate between entities of the loaded scene vs its own internal entities.

Once this is prototyped, this should be upstreamed to Bevy. This is useful for all scenes, not just editor ones.
