Unreimbursed expenses are counted incorrectly on login

Describe the bug
The message showing how many unreimbursed expenses a user has after login is counting too many expenses, it should only count the ones with status PAID_NEEDS_REIMBURSEMENT.

It should also show the message if any revenues exist that are unreimbursed.
