Encoding of import/export names should condense semver-compatible names

It's currently possible that wasi:http/types@0.2.0 and wasi:http/types@0.2.3 can be encoded into a component. It would be great to select the maximally semver-compatible name.

This will entail some pre-processing of the composition graph prior to encoding.

This will require merging items and recapping items similar to this. This would best be implemented on the Types structure.
