[5.9.x]: requirePermission methods default text is not translated

What happened?

Description

I'm implementing the permissions for my plugin I'm planning to realease soon and noticed that the requirePermissions methods default text is not translated. The Control panel is translated in many langauges by default but does this not include error messaging? I guess for now I can just also just throw my own Forbidden exception.

Users shouldn’t ever actually see that message, unless they’re attempting to do something malicious, so it didn’t seem worth translating.
