Packaging issue

Hi, I am creating this issue to notify following issues:

Instead of packaging gdal wheel file in assets, add dependency in pyproject.toml
Use proper python packaging structure along with pyproject.toml, so can be imported in other projects
Proper documentation to install using pip or conda

Hi @JoelDJ2002 I have made few changes at https://github.com/sreekmtl/gdi-python-sdk/tree/packaging and now the code supports importing modules in external projects. I followed similar structure to IUDX-python-sdk. So to import from pyGDI import ResourceFetcher .

Tested on conda. Both cli and package working now
