Add CQL filtering

We want to add support for more complex filters to useStacSearch.

The solution should include:

• query validation (a lot of work has happened in Planetary Computer
• start with AND queries initially, later extend to OR, and nested queries
• [Later] Implement UI components to construct queries based on queriables
