Headless run open a browser

Hello,

When launching the windows headless version, it still launch the browser to localhost even if there's no UI. This shouldn't happen.

Also, I would suggest either a param or to simply stop from launching a browser even with the non headless version so we can run it as a service.

Fixed the bug in #812

1. Bug to suppress the browser in noui build (fixed in PR)
2. Feature request to stop launching the UI in non-headless or make it configurable (This I'll create a separate request for since the team would need to evaluate that and prioritize)
