Switch SDK Diff and License Scan Tests to run on internal/release/10.0.2xx branch

We now have an interna/ release/10.0.2xx branch, so we should stop running the SDK Diff and License Scan pipelines on the public release branch and switch these tests to run on the internal release branch

Reopening since there should have been a license scan run on the internal/release/10.0.2xx branch yesterday but there was not.
