[BUG] MQTT base Topic Name for the Submodel Repo can't be set through SPRING_SMREPO_ NAME Env var

This works for the AAS Repo:
BASYX_AASREPO_NAME: "test-aas-repo"

This does not work for the Submodel Repo
BASYX_SMREPO_NAME: "test-sm-repo"
