Wheel-scrolling while dragging

Let's make sure issue is not already fixed in latest builds first.

• I verified latest Integration Build of Eclipse SDK doesn't provide the feature.

I tested under Linux/Sway, but I at least don't remember this ever working under other platforms either.

Suggestion

Moving a selected block of text within an editor via drag-and-drop with a mouse works fine as long as the source and destination positions fit the screen at the same time. If one needs to scroll, however, things get less comfortable.

I know the editor scrolls when the mouse cursor is dragged beyond the edge of the editor, but I've always found this method rather hard to control.

Could the text/code editors be made to still react to mouse wheel events while dragging?

• I understand suggesting an enhancement doesn't mandate anyone to implement it. Other contributors may consider this suggestion, or not, at their own convenience. The most efficient way to get it fixed is that I implement it myself and contribute it back as a good quality patch to the project.
