Remove obsolete HealthMonitoring features in LaunchManager code

Within Score, the Health Monitoring functionality is largely performed within the health monitoring library in the scope of the application process.

The original LaunchManager code contains the implementation for different supervision types within the LaunchManager daemon as well as supporting more complex supervision use cases (e.g. cross-process supervision).

To align the code with the Lifecycle feature we should remove now obsolete functionality.
