Improvement: Create the TimeSlave implementation

What

Need to create a TimeSlave. It shall provide a TimeSlave process and a communication library.

The process:

• implement tim sychronization with TimeMaster, according to PTP
• synchronize the local hw clock with the synchronized clock

The library

• provide the library to be used on TimeDaemon side to communicate with TimeSlave
• provide all needed information to TimeDaemon and
• be integrated into the ptp_machine component as the parallel implementation to the Stub one
