Investigation found that gobreaker is an indirect dependency pulled in by the Oracle OCI SDK (oci-go-sdk/v65/common -> sony/gobreaker). No TMI code imports it directly, and the version is controlled by what the OCI SDK requires.

The OCI SDK pins gobreaker v0.5.0 (Oct 2021, Go 1.12) as a direct dependency. The current maintained line is v2.4.0. There are no known security advisories for gobreaker.
