Rust Docs Hosting

We have all of the rust docs merged together as a vocs documentation in the optimism monorepo. Current thoughts are we can host them:

• Outside our main docs, and link to them. This may be easier for engineers to maintain since the docs live in the rust repo.

• In docs.optimism.io. We would need to migrate the Vocs documentation to Mintlify. This provides a better developer experience as all our docs are in the same place.

Let's discuss as a team, and then meet with the Rust team to decide.
