Is it possible to recolour PDFs to have transparent background?

I'm not sure what value I'd have to put to get a transparent background as a hex code like #131313 (my terminal ansi background colour which is transparent in kitty) displays the actual colour (non-ANSI) whilst #13131300 which I would expect to be a colour with alpha 0 replaces with white. Could you please give me an example?
