Windows Terminal - Scroll bar missing

Describe the bug

Since upgrading to GitHub Copilot CLI 1.0.11 I cannot scroll in windows terminal. The scroll bar is missing. Ctrl-Shift-Up keyboard shortcut for scrolling also not working.

FYI I can workaround this by opening with the --no-alt-screen flag
