or-tools for arm64 ubuntu 24.04

Hi!

I checked the latest several releases of Or-Tools library, but didn't find a tar.gz for arm64-ubuntu-24.04 (there seems only amd64-ubtuntu-24.04). I'm curious if you have any plan to release such version in the future or if there has already been some alternatives that I can apply directly?

Currently we (I) only build arm64 using the pypa provided manylinux arm64 image

which should be compatible with arm ubuntu 24.04 system since almalinux use an "old" glibc, please let me know if it is not working...

note: For the new release we would like to have only one "manylinux" amd64 and arm64 and test it against major distro instead of generting a new archive for each OS x Platform since it take ~45min per artifacts to generate...
