I think there is no staking at all during the bootstrap period now, should that change?

If you add Staking plus the Free Virtual Balance you incentivize the Early Bird to come in and stay. If you cannot STake the earnt balance during the Bootstrapp period there is not Early Bird Advantage and you only rewards the amount of CPUs/Procceses invested by the miner.
