Monitoring plugin has non-descriptive name #17

Calling a plugin 'monitor' (as indicated by the directory name in the plugins directory) provides a high risk of conflicts with other plugins.
Although there is no official naming policy for dCache plugins, it is advisable to use a non-generic term.
