CI: bazel windows 11 arm hangs and DLLs can not be loaded.

There are currently two issues:

1. bazel release 9.0.1 for windows-11-arm platform has some faulty binaries in there release
2. bazel sometimes(?) hang indefinitely on the arm platform

PR #1418 will revert CI integration for bazel and windows-arm-11 which was introduced here: #1410

This needs to be fixed after bazel receives a new release or I have a better explanation of what is going wrong.
