There is an issue with the concatenation of text to display the time opened. Looks like bad variable name is used to build is_open_message.

Use this:
is_open_message: "{{ [last_changed_str, is_open_text] | select('string') | join(' ') }}"
Instead of:
is_open_message: "{{iif(open_text,last_changed_str,[last_changed_str,open_text]|join(' '))}}"
