qemu driver: allow on-demand resizing #792
Description
follow up a conversation with @mangelajo about https://github.com/jumpstarter-dev/jumpstarter/issues/737, there's a need to allow qemu image resizing via exporter config.
additionally would be nice to have a CLI command to override on demand at runtime.
