For anyone reading this, here’s some background info.

Recently, Dify Plugin Daemon has started giving priority to pyproject.toml if it exists in a plugin.

• If there is a pyproject.toml: dependencies are installed using uv sync
• If not: dependencies are installed using uv pip install -r requirements.txt

Currently, this repackaging tool only supports requirements.txt.
Specifically, it adds an option to the first line of requirements.txt to use pre-downloaded whl files.
However, it doesn’t make any changes to pyproject.toml.

So, even if we repackage a plugin with a pyproject.toml, the pre-downloaded whl files won’t be used during uv sync.

To support offline installation for plugins with a pyproject.toml, this tool would need to add the following three lines to pyproject.toml. Alternatively, we could remove pyproject.toml in the plugin to force installation via requirements.txt as a fallback.
