allow template file

I have to check for C99, which I could do with Module::Install::XSUtil. However, I can't add that to the install script because there is no way to change the template. So, it would be useful to add a parameter to choose a file to use as a template, like this I guess:

[ModuleInstall]
template=inc/MakeFile.pl.template
```
