bug(android): unable to switch keyboard using CTRL + TAB on a physical keyboard in some compliance/native apps

Describe the bug

Current list of the apps:

1. Notes

Reproduce the bug

1. Ensure Keyman is installed successfully
2. Confirm that the "Get Started" screen with 3 steps are ticked
3. Able to type with a Keyman keyboard in Word or search in Device's Settings
4. Launch Notes
5. Create a new note to type some text
6. Ensure that the On-screen keyboard pops up
7. Press CTRL + TAB
8. No Keyboard menu displays.
