bug: when adding existing user as contributor to pub, they don't become community contributor

What went wrong, step-by-step?

1. In new community, add existing user (eg other@tefkah.com) as contributor to a pub
2. Log in as that user
3. Note that you cannot access said community

What did you expect to happen?

That the new user can access the community
