[Feature Request] Add support for syncing saves to/from RomM server

With RomM 4.7.0, there is now functionality for syncing saves to/from RomM (documented here). I would love to have support in Retroarch for this if possible, as I have a RomM server setup already, and use Retroarch on both my AppleTV and on my TrimUI Brick and don't otherwise have a Webdav server setup at this time.

Is there any appetite for adding support for RomM for Cloud Sync support?

There are a few things I'd love to figure out here...

1. Use RomM as a content server, directly from RetorArch via the Content Downloader.

3. Use RomM as the thumbnail server

@josegonzalez device registration is released but save syncing is coming in 4.9.0 at the earliest

@RobLoach whatever you need from our end (API spec, new endpoints, etc) we're happy to provide

Oh I'd love to play RomM roms directly from Retroarch and source content from it.
