Add to Ubuntu and Debian package repositories

Bring back neard to Ubuntu and Debian. Depends on #3

@krzk - Looks like Neard has been updated to Python 3.x, so neard should be able to be repackaged for Ubuntu and Debian. I wanted to bring this issue back to your attention if it was something you could do easily/conveniently. If that's not something you have the bandwidth / capacity for, let me know and I can start researching how this is done (since I've never done OS-level packaging before)
