Bug description

I use light Mint-Y theme, but there is dark title bar in several applications. I noticed it in Vivaldi and in Delta Chat. The incorrect titlebar color also happens in Adwaita, Mint-X themes. In Mint-L theme titlebar color is proper. Here's some screenshots that demonstate incorrect titlebar color.

Steps to reproduce

1. Set any of Mint-Y, Mint-X or Adwaita light theme.
2. In Vivaldi go to settings and set system window decoration. After browser restart dark titlebar appears instead of light.

Expected behavior

Titlebar colors in all applications should be light.
