Describe the solution you'd like

When you package a datapack as a resource pack, it doesn't include any resouce packs added as secondary files. An option to include them in the packaged .jar file should be added too.

Describe alternatives you've considered

You can create a new project and upload a resource pack as that, and add it as a requirement, but that's more confusing and you end up with 2 projects for the same datapack.
