add opentelemetry host extension

When enabled, this should export wasi:otel interfaces that can be imported by guest components.

This will work well when imported by an interceptor component that itself wraps one or more target components but emits spans around the target calls.

Created an otel example for now. It may be elevated to a host extension later.
