Cannot import config from "backup folder"

Description of the issue

Cannot import directly from legacy "config folder" created by earlier versions.

Steps to reproduce

Create a config backup using an earlier version(e.g. v1.29.0.0)
Update the app to a recent version (e.g. 2.0.10.1)
Import fails. An easy workout is to add all files inside /backups/syncthing into a zip file (/backups/syncthing/config.zip) manually). Import then works.
