[Bug]: v33 apps menu rendering is bugged - large icons, flickering menu item sizes (macOS)

Bug description

When opening the apps dropdown menu from the Nextcloud app popup, the menu items are flickering between different sizes, some icons are not being sized correctly, and the menu is almost unusable.

Steps to reproduce

1. Open the Nextcloud popup from the menu bar
2. Open the apps dropdown

Expected behavior

All items should be correctly sized, with icons at the correct size, and the items should be static and not flickering

we have to use a different endpoint to request the app icons. problem here is, that these apps have wrong (too big) icons at that are not according to the specs. will try to get a hold of the app devs...

Wouldn't it make more sense to force size on the client side?

In the provided logs I also saw the icons from cookbook (same as in #9685) and cospend causing some trouble

I'd like to encourage the team to consider whether reaching out to app devs is the best direction, as the apps list will keep growing as time goes on, and there are bound to be more issues like this that will slowly creep up, at some point it will both not be scalable and also may take a long time before app devs release new versions (if at all) - I think a more native solution of resizing the icons would be better. 🙏🏼
