Enabling the DCO Bot for nodejs/node

We use a DCO, we need to be enforcing it. Let's enable the DCO bot on nodejs/node

Let's not use that bot and instead update our existing tooling

I opened nodejs/node#62473 and @mcollina asked instead to use this bot. I don't care which we use as long as we have something. Can you explain why you don't want to use the bot and @mcollina can you explain why you do?

The bot has clear instructions and provisions to help users auto-fix their commits. It also checks each commit has the signoff, in case of a squash-on-land.
