Formalize procedures around project management + BoD

Establish specific procedures and policies for project management and how it is to be presented and tracked within BoD. Additionally, better clarify expectations and support expected and offered to board members working on projects.

some thoughts: issues should be reviewed with relative frequency. all issues that are blocked/need updates should be reviewed at the next bod, whereas issues progressing normally could give maybe biweekly updates?

issues in the "ready"/unassigned state should be brought up and prioritized being given out. after they are given out, the person they are assigned to should have a proposal for implementation prepared for (ideally) next bod

the "backlog" category should be reserved for issues that have some procedural reason for being unable to be started, which should be clearly indicated and the category should be kept as small as possible
