Allow forecast/all to get a full timeseries if the number of gsps is <= 10
We used to let forecast/all get a ful timeseries for all gsps, but we recently moved it to only get one timestamp
We now want to put this back in for N_gsps <=10, so that it works for the UI GSP plot
