Tooling updates

Creating a few sub-issues to mark some tooling/linting/testing/automation/etc. updates I would like to see

Some of these may be non-trivial code changes but they'll be farther away from trivial in the future

I aim to be flexible as long as we're deciding between well-maintained tools and everything is unified among all developers and automation - if I was to become the point person on development and maintenance I would assert more control
