Both entries (Map of India) in the disambiguation page point to the same thing as far as I can see:

They are not exact same location, and one is more precise than the other (like more words) so it looks like we have a case where the same name is used for two distinct things (two different administrative layer to be precise). We should indeed probably include only one since it provides no added value to have both.

Looking at first comment, this is the situation:

So clearly there is some confusion in the computation of 12681181 label (fix obvious), and a "problem" when we have an ADM3 and ADM1 with same name label.

As can be seen in this Jalna example, coordinates are "significantly" different, so which one to choose is not "that easy". I would recommend to use coordinates of the "highest level" place because it is probably what ensures we see everything needed on the map. E.g. ADM2 in Jalna example. @kelson42 is this ok for you?
