Simply put, it's a significant amount of specialized work for a small team to even think to take on. Combine that with the fact that it's very hard to do it to a satisfactory level and it simply doesn't make sense. Also keep in mind that Enlightenment has been around much much longer which is why they have their own stack. There simply wasn't anything else available at the time which is why they created their own. Cinnamon was forked from GNOME 3 which means that it inherited GTK for the stack. |

GTK itself is not that GNOME-centric. We can use it just fine and the fewer toolkits, the better: more consistent themeing, fewer edge cases and incompatibilities. |
