PR for mldsa-native/v1.0.0-alpha2

Hello,

I am enabling support for "External MU Signature" in liboqs via this PR

Since the liboqs maps to v1.0.0-alpha2 currently, I need to merge the YAML changes into this particular tag ATM. This is unfortunately not possible as PRs are possible between branches.

Any idea how I can handle this ? I would be also creating one PR for 'main' branch as well later on.

@abhi-dev-engg, please do open a PR to main first.

Once that is done you have two options:
(1) You wait until we create the next release. This will very likely happen some time in the beginning of March anyway.
(2) You patch the ymls as a part of the import process into liboqs.

SInce we are so close to a release anyway, I'd prefer (1).

@mkannwischer do we have any timeline for v1.0.0 for mldsa-native package ? you mentioned early march earlier.

I went ahead and created v1.0.0-beta.
For a stable release, we are still missing a number of features. I cannot promise when that will be completed.
