CICID: [create website] action that creates specific website for that branch

Background

admiral (well the legend @bundfussr) has built a CICD pipeline to build a website specific to the branch. This helps tremendously with quick reviews. We should implement this in our repo to help with reviews

Definition of Done

• Create a new CICD action specific to pharmaverse examples needs
• Ensure bot can add comment to PR so reviewer can easily find website
• Ensure gh-pages is cleaned and kept tidy

I've started working on this and I wonder if the behavior should be different here, i.e., the PR website is created by default and only if [skip website] is added to the title of the PR, the website is not created. As the purpose of pharmaverse/examples is to create a website, this seems more reasonable to me.
